This is a very important video elaborating the early history of L.A.'s exposure to Hip Hop via the East Coast. Uncle Luke also has a important video detailing how the South got involved in the movement early on. Ice-T is clearly one of the best examples of L.A. being represented as Hip Hop's best very early on, long before your NWA, and World Class Wreckin' Cru. Only later when Hip Hop took a sharp downhill drive from it's best to worst was I able to truly appreciate artists like Ice-T.
Who is your all time favorite?
Hands down Black Star Mos Def, and Talib Kweli probably saved my life.

My favorite was and still is Kid Jazz.
Unfortunately, he was on crack and had a vicious attitude. He never made out.
